Honduras: Transaktivistin, demokratische Juristin und Indigener Führer ermordet

In Honduras wurden innert weniger Tagen mindestens drei Menschrechtsverteidiger_innen ermordet, ja regelrecht hingerichtet. Unter ihnen auch eine afro-honduranische Transaktivistin.
Amnesty International verurteilt diese Morde, ruft die honduranischen Behörden zu umgehenden, umfassenden Untersuchungen auf und verlangt effizienteren Schutz von Menschen, welche sich für ihre Rechte, für Rechte von Minderheiten, für die Umwelt einsetzen.
- ermordet am Mittag des 15. Juli 2013: Tomás García (49), Río Blanco, Departement Intibucá, Führer der indigenen Gemeinschaft, herausragendes Mitglied des Consejo Cívico de Organizaciones Populares e Indígenas de Honduras (COPINH) [nationaler Rat Indigener].
Die comunidades indígenas lencas de Río Blanco kämpfen gegen ein grosses Wasserkraftwerkt auf ihrem Land. Tomás wurde während eines friedlichen Prostests erschossen. Ebenfalls angeschossen und verletzt wurde sein Sohn (17). -
ermordet am 21. Juli 2013: Herwin Alexis Ramirez Chamorro (24), auch bekannt als „Africa Noxema Howell“, La Ceiba, Departement Atlántida, afro-honduranische Transaktivistin.
Alexis arbeitete in der Organización Prounión Ceibeña (OPROUCE), welche sich für HIV-Prävention und für die Rechte von LGBTI einsetzt.
Alexis war aktiv in der Organización de Desarrollo Étnico Comunitario (ODECO), welche sich seit 1992 für die integrale Entwicklung der afro-honduranische Gemeinschaft engagiert.
Sie wurde am Ufer des López Bonito de La Ceiba tot, mit Schuss- und Stichverletzungen gefunden. - ermordet am 24. Juli 2013: Mireya Efigenia Mendoza Peña (42), El Progreso, Departement Yoro, Richterin, demokratische Juristin (Asociación de Jueces por la Democracia – AJD).

Honduras: Amnesty International condemns the recent killings of people defending justice, equality and human rights, Amnesty International – Public Statement, AMR 37/007/2013, 29 July 2013
It was with indignation and great concern that Amnesty International received the news of the killing of Judge Mireya Efigenia Mendoza Peña. This is the third killing of a leader committed to human rights that Amnesty International has been informed of in Honduras in only two weeks. Mireya Efigenia Mendoza Peña, 42 years of age, was killed at midday on Wednesday 24 July in El Progreso, Yoro department. Armed men on a motorbike fired around 20 shots at her, some of them to her head, as she was at the wheel of her car. Mireya Efigenia Mendoza Peña, a judge in the El Progreso Trial Court, was also a member of the Asociación de Jueces por la Democracia (Association of Judges for Democracy – AJD) and a member of its governing body for 2012 – 2014. AJD is a nongovernmental organization working to strengthen the justice system in Honduras.

Only three days previously, on Sunday 21 July, the body of Herwin Alexis Ramirez Chamorro, 24 years of age, also known as „Africa Noxema Howell“, was found on the banks of the River López Bonito in La Ceiba, Atlántida department. The body of this Afro-Honduran transsexual presented multiple bullet and knife wounds. Herwin Alexis was a young leader active in his community of La Ceiba, where he volunteered for organizations such as: the Organización Prounión Ceibeña (Ceiba Pro-Union Organization – OPROUCE), which works for HIV prevention and LGBTI (Lesbian, gay, bisexual, transgender and intersex) rights; and the Organización de Desarrollo Étnico Comunitario (Ethnic Community Development Organization – ODECO), which works for the development of Afro- Honduran communities.
That same week, at midday on 15 July, Tomás García, 49 years of age, an indigenous leader, prominent member of the Consejo Cívico de Organizaciones Populares e Indígenas de Honduras (Civic Council of Popular and Indigenous Organizations in Honduras – COPINH) and deputy mayor of his community, was shot three times by the army during a peaceful protest in Río Blanco, Intibucá department. His 17-year-old son was also injured but is now out of danger. A soldier was arrested in relation to these incidents.
Since April, the Lenca indigenous communities of Río Blanco have been protesting at a hydroelectric project on lands they have been inhabiting for centuries. They state that there has been no adequate prior consultation. All these communities belong to COPINH, an organization working for indigenous rights and to protect the territory and its natural resources
Amnesty International condemns these killings and calls on the Honduran authorities to conduct a prompt, impartial and effective investigation into each one of them, analysing the possible motives behind them and bringing the physical and intellectual perpetrators of these crimes to justice.
There is an urgent need to protect those working for equality, justice and against impunity in Honduras and it is therefore essential that the Honduran justice system is strengthened in a context of transparency and respect for the rule of law and human rights.

Con indignación y gran preocupación Amnistía Internacional recibió la noticia del asesinato de la Jueza Mireya Efigenia Mendoza Peña. Este es el tercer asesinato de una persona líder y comprometida con los derechos humanos en Honduras, del que Amnistía Internacional tiene noticia en tan sólo dos semanas.
Mireya Efigenia Mendoza Peña, de 42 años de edad, fue asesinada a medio día del miércoles 24 de julio en El Progreso, departamento de Yoro. Hombres armados en motocicleta, realizaron alrededor de 20 disparos contra ella, varios de ellos a su cabeza, cuando se encontraba al volante de su vehículo. Mireya Efigenia Mendoza Peña, jueza del Tribunal de Sentencia de El Progreso, también era miembro del la Asociación de Jueces por la Democracia (AJD) y era parte de su junta directiva para el periodo 2012 – 2014. AJD es una organización no gubernamental que trabaja por el fortalecimiento del sistema de justicia en Honduras.

Tan sólo tres días antes del asesinato de Mireya Mendoza, el domingo 21 de julio, fue encontrado el cuerpo sin vida de Herwin Alexis Ramirez Chamorro, de 24 años, también conocido como „Africa Noxema Howell“, en la rivera del río López Bonito de La Ceiba, departamento de Atlántida. El cuerpo del transexual y afro-hondureño Herwin Alexis presentaba múltiples heridas por arma de fuego y arma blanca. Herwin Alexis era un joven líder y activo en su comunidad que trabajaba voluntariamente con organizaciones de La Ceiba, tales como: Organización Prounión Ceibeña (OPROUCE), que trabaja en prevención del VIH y por los derechos de las personas lesbianas, gays, transgénero e intersexo (LGBTI); y, Organización de Desarrollo Étnico Comunitario (ODECO), que trabaja por el desarrollo integral de las comunidades afro-hondureñas.
Esa misma semana, el 15 de julio a medio día, Tomás García, de 49 años, líder indígena, miembro destacado del Consejo Cívico de Organizaciones Populares e Indígenas de Honduras (COPINH) y alcalde auxiliar de su comunidad, recibió tres disparos por parte del ejército durante una protesta pacífica en Río Blanco, departamento de Intibucá. Su hijo de 17 años también resultó herido y en este momento esta fuera de peligro. Un soldado fue detenido en relación a estos incidentes. Desde abril, las comunidades indígenas lencas de Río Blanco, se han venido manifestando contra un proyecto hidroeléctrico en las tierras en las que llevan siglos viviendo. Aseguran que no ha habido una consulta previa adecuada. Todas estas comunidades pertenecen al COPINH, organización que trabaja por los derechos de los pueblos indígenas y la protección de los recursos naturales y el territorio.
Amnistía Internacional condena estos asesinatos y hace un llamado a las autoridades hondureñas para que haya una pronta, imparcial y efectiva investigación de cada uno de estos asesinatos, que contemple los posibles móviles detrás de éstos y lleve ante la justicia a los responsables materiales e intelectuales de estos hechos.
Es urgente proteger a quienes trabajan por la igualdad, la justicia y contra la impunidad en Honduras y para ello es imperativo fortalecer el sistema de justicia en Honduras en un marco de transparencia y respeto al Estado de Derecho y los derechos humanos.
